If something happens one time per year on average it doesn't mean that it happens exactly one time every year. One year it can happen twice and the next year zero times. But there are exceptions, there are also guys selling calendars, crabs, puppies, carpets, fruit and handmade wood carvings. And the occasional women or kids selling rice cake (or whatever that sloppy stuff is called).

If I recall correctly there were hardly any cigarette sellers anymore last time I was in AC (August last year). This might have to do with the smoking ban order I guess?

Its bad. Not little kids so much. Sometimes leech-parents do have little kids pursue you with open hands looking for money. I usually keep some coins and give it to a kid. They don't know it is just a few pesos.
