Anyone quoting $30 in Panama is, 98 times out of 100, a scammer or worse. I'm not aware of an epidemic of incall robberies, but I'm sure they happen occasionally, especially when arranged online with someone the guy doesn't know.

I think that the relative ease of going home makes a big difference in the number of chicas at a venue.
