I really fail to see the relevance of how much is average earnings in other countries, and how that should affect the earnings of hookers in Thailand, which vary so incredibly. No connection in my mind.

Yes, I would say they mean per person, not per household, too, based on the USA numbers. They cite USA per capita (per person) income in 2016 as around $29,900 USD, which is about right per person while Annual Household income was generally cited in other sources as more like $56,000 per household.
