So I was in Shanghai just before the new year celebration and went to my favorite place where you could get girls for 100 Yuan. It was located in QiBao. In my experience it is possible to get an outcall provider to come into your hotel without talking to anyone or showing any ID for a short stay. You can tell her to meet you at a public place of the hotel, for example the bar, that is open to the public and head to your room afterwards. Also, meeting her outside the hotel could be a good idea. Ask your guest to be discreet while in public. For example, if you don't talk and she walks behind you it can be seen as two people who are going to the same floor by accident.
