Juan Air have operated the flights for years.
The PG arrival is actually in a little bay about a 5 minute trike ride away from Sabang.
The Sabang to Clark / Subic may be via Manila depending on the day.
A great service and prices compare well with a charter van / bangka a if you are travelling solo. Obviously it's much faster.

Another big difference is that in the west kids are a huge financial and time burden. In rural Asia, a 4 year old kid can help in the rice field or at sari sari and there is always an extended family to ease the workload of raising the kid.
