For white girls, I don't think anything can beat Germany on the price. You can have a basic session for 50 Euros, and there are ton of Eastern European girls working there.

I will say that a number of years ago I visited Oase (FKK outside of Frankfurt) and had a number of white girls, most from Romania. Good experience, but compared to my memories of Thai ladies (and Viets), they simply do not measure up.
