I have been to Romania in year 2001, which must have been even poorer than now. I also been to Moldova few time, the last time I went to Moldova is in year 2010, but what I meant is that there are way too many Romanian to just think this is a result of someone just calling one upon another. I am sure it began that way and some still are, but due to too heavily concentration of Romanian in German FKK line up, I just thought there is some kind of platform behind to make them easier to walk into business.
