For all practical purposes, it is statistically impossible for a man to catch HIV via unprotected oral sex on him. The viral counts in saliva are very low, and there is no mechanism for fluids to enter the bloodstream through the penis.
It is highly, highly, highly unlikely to catch any STD from this same form of unprotected oral sex. It would be an STD that does not require entry into the bloodstream, but the penis is a poor receptacle for the "seeping in" process due to going to the bathroom and through washing.
The medical discouragement regarding unprotected blowjobs is for the lady. If the semen sticks in her throat or esophagus for a period of time, HIV and STD transmission, although still unlikely, is at least statistically relevant. Most women either spit it out or drink very soon after semen enters the mouth or throat. If she is a swallower, and we all love them, she has generally been advised to swallow quickly and drink water to wash it down.
