Yes in theory. Back in 2013 I researched looking for confirmed cases, because another monger had made the same assertion. I spent the better part of a day looking for confirmed cases of HIV transmission by only oral contact, but found none. Only confirmations of oral and other contacts combined.

Prove me incorrect by finding a confirmed case of HIV contact by oral contact alone, prior to 2013 - transmission from female to male, and I will give you a slap on the back.
