The "Exit Code" from the USA and Canada is 011. Many carriers in the USA will recognize a + instead of the 011. The original intention of the + was for you to replace it with the exit code for the country from which you are calling. I recommend that you send a WhatsApp message. I don't know if the 1 is still required for dialing a cell phone number but I do know that calls are not rejected when it is inserted as was previously required. From the USA or Canada, try 011 52 1 XXXXXXXX and try a WhatsApp message instead of a voice call. The blue check marks will confirm when the message is read.

I just ordered room service there last night. When you call, just make sure the first thing you say is "Habla Ingles?" and they will get an English speaker on the phone. I've stayed at Ticuan probably 10-15 times and have never had a language issue there. If you want to save a couple of bucks, there is an OXXO and a Soriana across the street but no guarantee that you'll find any English speakers there. Good luck!
