The "Exit Code" from the USA and Canada is 011. Many carriers in the USA will recognize a + instead of the 011. Cumin Tijuana.

Booked a date with Tootsie before arriving to Tijuana through Cumin Tijuana, booking process was real easy Mundo answered my emails quickly.
