You pay with pesos at HK / AB / TB and you have maybe a 5%-10% chance of getting short-changed. At CC the rate is literally 100%. Their posted exchange rate is 19:1 but the meseros charge you 20:1 and pocket the difference. They don't do it sometimes, or half the time, or most of the time. They do it every time.

If money is the primary factor then Chicago is the worst. But I have had HK waiters stare me down trying to intimidate me into another drink, asked if I wanted a boy instead, and Called me a faggot.

I have to disagree on knowing Spanish to finesse the girls.

I agree that paying upfront increases the chances of the chica performing poorly, because after you pay she might not care about you being happy with her. But some chicas do perform well, even after receiving payment up front.
