OP did say City Garden near Burgos St. And I recall there is or was a hotel of that name in that area, as well as the City Garden Grande.
CGS was certainly girl friendly up to and including my last stay there in November, but as DG says, they have a lot of wedding reception / college reunion type stuff.
I have met mongerers there but I suspect most use cheaper options for that neighbourhood.

Yes, there are. Just jump in a cab and tell the driver to take you to a Casa. He will most likely take you to the famous one in the western part of Makati, a short drive away. There you will find over 100 good looking girls, with rooms on site. Please try this and report back.
The other option is the full service brothel attached to Air Force One in Paranaque.
