Just come back from shanghai. I had a short business meeting with my partner in the evening in Shanghai and used the opportunity to visited a sauna. Haven't been detained, nor friends here and if you say that regarding mongering yes we do risk being detained but so do locals so its not a foreigners thing, just a "going against the law" thing.
Same could happend in the US or other countries with laws against mongering.

Most people are too busy to notice and if you are really concerned you can always go during the evening when it is dark outside.
