Cafe Photo does not allow shorts. I made the mistake once and I was denied entry unless I were to change into one of the pants they had. Because it was raining that night, I decided to bite the bullet and change into their pants. The pants, which were about 3 inches too big on the waist and 3 inches short on the length, looked comical on me. When I was there I didn't see anybody in a tie, only a couple of guys in jackets and with a few exceptions, nobody in jeans or "backpacker " ware. I generally wore slacks and a button up shirt and felt quite at home. The entry fee keeps a lot of the scruffier looking people out. My sense is they were pretty relaxed about it.
