$3000 to $6000 per month for an IT person in Ukraine is greatly exaggerated. Maybe somewhere else in Eastern Europe and the Balkans, but unlikely in Ukraine, definitely not in Kiev, flooded with talent searching for jobs. And not everyone leaves Ukraine to work elsewhere.
