To your last line, I will say that the tech and media driven economy of California is booming with growth materially higher than GDP growth rate of US, per capita income nearly 40% higher than country average while German GDP is becoming stagnant.

As for where I would put a new plant, it would be still in China -- a choice most CEOs are still making today.

ISG members would bash both ideas above but then again the average ISG member is neither a CEO nor really responsible for starting any new plants and factories in a profitable manner.
