    I have seen a huge increase in the number of regular girls asking for money very soon into the conservation. They are blaming the lockdown and loss of income.

As a technicality, yes the number of cases is likely to be an underestimate due to asymptomatic cases and the chaos of the outbreak, but I don't think anyone cares about a few hundred or thousand cases here. Meanwhile, in my home country, government advice is to self isolate for 14 days if you have symptoms and not to go to hospital to be tested. Which of these methodologies do we think is going to result in an under reporting of cases?

    I can't speak to Wuhan, but life in my (very large) city is back to normal apart from constant temperature checks. I went out and ate a restaurant tonight with some friends and I'll be doing the same tomorrow night and going out to some bars afterwards. If the Chinese government were lying and this social behaviour was carrying on, the country would be on its knees by now.
