This is what I thought at the beginning but there is so much contradictory informations that I no longer understand anything about their intentions and the dates of opening of their borders to tourists.

My feeling is all countries line up on each other. Thailand will not free its borders on its own while the other countries are in quarantine. And they want to obtain a "certificate" of good behavior and safety in front of covid-19 to reassure tourists and people.

One aspect of this pandemic that perhaps applies to Thailand more than many other countries is the potential for it to reach into and effect the Royal Family. Their well being and safety is probably taken more seriously here than the one in the U.K.

Nobody wants to be in charge of national security if or when one molecule of this virus creates a domino effect of serious illness and death from the top down in the already high risk group of the Royal Family, regardless how popular or not they are compared to previous ones. Not only would you be in deep shit, your entire family line and everyone they ever met might find themselves bannished forever. Zero tolerance will be the rule here more than most other places. Even if it is only "for show."

I do not know how to read Thai well enough for contracts to understand the cases of exclusion of guarantees written in very small print nota bene at the end of insurance contracts lol.

What I read from the travel insurance contracts available in France now about coronavirus paragraph (Europ Assistance - AXA Insurance Public Limited. Final list of the 14 insurances companies "The compulsary health insurance for aliens to apply non-immigrant visa" in Thailand) :

"I have to go to a region advised against by the government, does my insurance cover me if I decide to travel?"

Answer : "We recommend that all clients follow the advice of the government.

If you travel to a region that is not recommended, you will not be protected by your insurance, which excludes intentional acts, in particular risky behavior.

Customers should read the recommendations of government authorities carefully before determining if their trip is deemed essential. Customers must be able to provide documentation that their travel is essential, in line with government directives. ".

I think it only concerns occasional travelers like me and not O-A long stay visas

imo Thailand is taking the proper precautions. Don't like it then don't go. No one is forcing anyone to go to Thailand..
