    This is what I thought at the beginning but there is so much contradictory informations that I no longer understand anything about their intentions and the dates of opening of their borders to tourists.

    My feeling is all countries line up on each other. Thailand will not free its borders on its own while the other countries are in quarantine. And they want to obtain a "certificate" of good behavior and safety in front of covid-19 to reassure tourists and people.

    One aspect of this pandemic that perhaps applies to Thailand more than many other countries is the potential for it to reach into and effect the Royal Family. Their well being and safety is probably taken more seriously here than the one in the U.K.

    Nobody wants to be in charge of national security if or when one molecule of this virus creates a domino effect of serious illness and death from the top down in the already high risk group of the Royal Family, regardless how popular or not they are compared to previous ones. Not only would you be in deep shit, your entire family line and everyone they ever met might find themselves bannished forever. Zero tolerance will be the rule here more than most other places.
