I guess it comes down to whether you are talking about systems or individuals. I disagree that it isn't different. I find it odd but according to figures from the Tourism Authority of Thailand more retirees entered Thailand in October than any other group of foreigners. 501 out of a total 1465 arrived on a long-stay (OA) retirement visa, Not sure from where or how they did it.
