    Without a actual passport they will not let you buy 6 month 30 dollar tourist pass. Best you can hope for is they wave you in at 20 dollars. That's what happened with me. But its 1 time entrance and no paperwork.

What you will see is hundreds of 40,50 year olds with canes running to the front of the line while you are standing inside for 4 hours.
    Global Entry, solves all your problems. Very easy.
