How much can he be believed anything he is claiming? Initially he claimed he was never speeding, then he changed it to never caught they can't prove it was him, latest is well he was on a highway so who cares about speed limit signs, plus it is so stressful for him to drive under 120, then it turns out he got multiple fines. If he got the letters only in German, and that is a big if, anybody could read there that it was from police in Switzerland, it would have the speed in km / h, date and location of infraction and an amount to be paid. Would it be really that difficult to understand what it is about? It wasn't written in Cyrillic or Hanzi or Kanji characters.
