Regarding opening a german BAnk AC is not that difficult. Even youa re living outsude Germany. Some people living outside Germany yet they could still open a german bank account from challenger bank using Mobile Banking App. Look at N26 for instance. In the past I know Commerz Bank, DKB bank also allow people outside Germany to open a German bank account. Verification is only done using app, no need to travel to Germany.

I've deposited euros into a German ATM that was routed to my Belgian bank account which is connected to my American bank. No problem at all. I just have to pay a small fee if withdrawing in a currency different than the deposited currency.

A German bank will not open an account unless the person is registered and proves that the house or apartment is in the federal state. In other words one has to live in within a few miles of a bank and be properly registered. I am pretty sure if they wanted a bank account since the Romanians get an EU mobile rights work rights that they can get a bank account without any problem. Also I think the limit of transfer across EU borders is 10,000 euros and since they have the 500 euro note then it is fairly easy to take twenty 500 euro notes back to their home country.
