If you search by location in Instagram, type popular clubs, locations and malls, you can find a lot. Start several liking their pics and see if they like back. Once they do, follow them and send a friendly message. You want to find girls with less followers, not those influencers kinds. Under 2000 followers (more or less) worked best for me.
