The legal issue in the USA Is whether a person pays for sex, or pays an entry fee for facility admission where sex may or may not occur. Paying admission is legal, and consensual sex between or among adults is legal. Where is the line crossed as to paying for sex?
That issue is less relevant in the United Kingdom, where paying for sex is legal, but its clubs have to straddle the line between being a brothel and not being a brothel, just like escorts who share a work flat do. Whether it is the United States, the United Kingdom, or Spain, there is a grey area of legality that most sex work occurs inside.
