Yeah I remember that place, have eaten and drank there a few times and every once in a while a decent looking freelancer will walk by. You do hear english spoken there but I never found the other customers particularly friendly. If you want to splurge a bit they do a massive burger for 10 K which is pretty good.
And Neddy is right about the French as well. I found that they are a very cliquey bunch who are not very welcoming, even to other visiting French speakers! There are a few exceptions but not many.
Be prepared for a bit of hard work if you speak no French. You will get by in Nosy Be, other places not so much.

I have been to Mada 4 times and if there is an expat place where they speak English I have yet to find one! The only place there may be some that I know of is Tamatave as some big Canadian company is mining nickel there. Even then did not see it but then again wasn't looking that hard. In Nosy Be you will probably have the best chance of finding someone who speaks English simply because there are a lot of different foreigners there. Good luck.
