Considering that when you visit the HLB website it has an article about using the 9 euro ticket then I'the say yes it's valid. I don't know what the VIA train network is but in general the 9 euro ticket works for all bus, tram, you bahn (underground), s bahn and re / rb trains. It does not work on the ICE, IC and EC trains as well as private network trains. Worked for me great when I was in Frankfurt for catching the trains, trams and buses to get to Mainhattan and sharks.

The recession will also keep people at home instead of traveling. It won't be good for the clubs but it is what is. It'll probably be beyond 2024 until things recover.
