Without going into a detailed discussion, both Toronto and Montreal are great cities, great food and exciting culture. They both have great P4 P scenes. For the first-timer, I would recommend Montreal. It's easy to stay in the center and get around quickly by the Metro.

If you've been there before, you'll be disappointed by the versions here.

You can briefly enjoy the hobby if you are in town anyway. But Toronto is not a punting destination. For that, head to Montreal.
