Wanted to try out another Russian Hyugetel (Baekma) yesterday so contacted them on TG and explicitly let them know that I am a foreigner with zero Korean. Agreed with the manager to pay a 'foreigner' fee. Was called to the location in Yeoksam where I paid the guy 20% extra due to me being a foreigner.
