On Google Fi:
The optimal set up is to activate your Google Fi phone inside the USA with a chip AND a eSim.
You can, however, activate the eSim outside the USA through various means, to include at VPN.
I also suggest ordering as many (4 per user) data only SIMS as possible to put in burner phones in Brazil.
I also suggest getting a Brazilian number to use on your NSFW Hoaring in Brazil Whatsapp or Whatsapp Business (Google Pixel phones allow 4 users, each with a whatsapp or whatsapp business, or 8 whatsapp per phone). If you are in need of high security, you might also want to consider taking a pixel phone and installing Graphene OS. That gets into Grey Man kind of areas.

So I want. I travel a lot and this sounds perfect.
BUT I reside in the UK and it seem you can only register these in the USA and a VPN is a no go has anyone outside USA worried this out. You can buy it no probs but just can't register.

That's a valid point, if you are scared of getting robbed you might want to avoid cash. However, I don't agree that there is a lower risk of getting mugged if you use credit card. The guys that will mug you on the street don't know if you carry cash or not. If they find no cash they might hurt you until you give them your pin code.
I don't worry about being robbed as I use common sense and have a good luck charm. I always divide my cash in two places, large bills hidden inside my shorts / trousers and about 50 reais in small bills in a miniwallet. If I would get robbed I rather loose 50 reais than loosing my credit card.
