I will give you a brief overview of my experience with the law and the police. The fraud I was victim to is slightly different in nature to yours but hopefully my experience will give you (and others) an idea of how complaints of a "sensitive" nature are viewed there.
I too tried the anonymous methods of reporting my scammer to the police. As a tourist to the UAE (resident, UAE I. D) I found difficult to file a complaint and I ended up sending an email. This was not acknowledged and the complaint was not followed up. This despite me having:
1) details of the scammers passport.
2) WhatsApp messages describing the fraud.
3) money transfer details.
Because of the type and size of the fraud I sought legal advice and I canvassed three local firms one of which had UK lawyer's. All these firms offered and initial consultation on a pro-bono basis. This varied from 30 minutes to one hour. The striking thing was that the views were very mixed alot of the variation came from my concern around the use of WhatsApp conversations and my concerns that I might end in jail too (for as little as using swear words). This will give you an idea of the complications and the risks of using working girls in that part of the world.
1) visa status: all the lawyers were very keen to understand on what visa / basis the subject was in the UAE on. If a tourist visa the sense was it would be easier work. Anything else would be tricky.
2) tel number used by the criminal: all were very keen to also understand whether the WhatsApp messages were sent from a Dubai number of a number originating from another country. If a Dubai number then again this makes prosecution easier under the UAE's cyber laws. One lawyer told me that by merely soliciting using WhatsApp (sending pictures and quoting prices) would be enough to file a case and have the subject fined, imprisoned deported and blacklisted for life.
3) relying on WhatsApp for the police complaint: the opinions I received here were varied. Yes you can use your chat history but it will need to be translated into Arabic (all agreed on this) you would pay for this. One lawyer suggested that the police would want my phone forensically analyzed to make sure that the chat log was not altered and any information was not deleted. Again, you pay for this and the lawyer estimated that it would cost 20 k AED ($5 k) the English lawyer suggested just walking away and forgetting about it.
4) costs: your average cost of a lawyer per hour was $500 per hour with VAT. Which from a UK perspective was about similar (given the 20% VAT levied in the UK). But they will quote you a fixed fee for the task. Which will involve making the complaint and batting off anything that gets thrown back at you. Keep in mind that if the police take the case you are open to counter claim. For the criminal case estimates ranged from 8-12 hours work (not including court costs or translation).
5) Process: as there is money involved you may wish to seek repatriation of your money plus damages. To do this the lawyers agreed that you would first raise a criminal complaint, secure a conviction. If successful, the criminal is subject to a fine (this goes to the state, not you), imprisonment (likely in your case) of which they are charged see. $30 per day, deportation and a permanent ban from the UAE. Secondly, after conviction is secured you would raise a civil case for the amount you lost plus damages, plus your costs. This process attracts another, fixed fee. If successful the criminal stays in prison for up to two years (charged at the daily rate) until the money is paid back to you.
Also worth noting that:
1) if the Tel number is a Dubai number and is registered to the user, the number can be traced to a person. If the number has been sold into someone that uses the number for any reason then the original registered user has committed a crime. The Tel numbers are registered to a passport or a UAE I. The.
2) if passport details are acquired (by you or the police) it makes the investigation a lot easier (obviously). Those passport scan machines you see in hotels are all apparently linked to a police database and the data is stored. Anybody that has been to a hotel and had their passports scanned have their details on a police database.
3) once a criminal or civil case has been filed and the subject is identified there is a block on travel and the subject can be detained at the airport until the matter is resolved. In a criminal case I believe that now extends to borders in all GCC countries.
To summarise, as a foreign national and given the nature of the fraud I was involved in I thought it better to make my complaint via a lawyer. Sadly, the process took a while to put in place the the person that defrauded me left the country before the complaint was established (missed by three weeks) but it's there if she returns. I made my complaint out of principle. The money I would expect to be returned would be equal to the amount I would expect to receive (I assume some losses through the court system). I am not sure I would bother with the civil leg of the complaint.
So, it's down to you. But remember, lawyer's aren't charity. They want paying and they are not cheap. If this had been a fraud committed in the UK I simply would have gone to the police station and filed a complaint.
Your case was aggravated so it will be taken more seriously.
All I would say to everyone is be careful of whom you meet in places like (exactly) CZAR bar and what you are told and be careful of what you write in WhatsApp chats. You might be having to show those chats to lawyers and police in future. Also, avoid being drawn into telegram chats, the entire conversations can be 'nuked'/ deleted for everyone.

Thankfully I got from BloodRed the contact of "his" Azeri bar girl.
Arrived at a very well known hotel in Marina I went up to her apartment.
No registration needed, just to the elevator and up.
There I was then greeted by a very hot girl.

Went there on a weekday. The entry is 200 AED with 2 drinks included. The place was filled with Russians / EEs of all shapes and sizes. Most of the girls were disinterested chimneys, self-absorbed and happy chatting amongst themselves. No intiative on their part, no eye contact or smiles in the direction of the clientele, which for me was a vibe killer. You'll have to put in legwork i.e. make rounds and introductions at each table to scope and sift through the talent. I saw a couple of fellas doing this and the response from the girls wasn't the most enthusiastic, from what I could see. Also, the quality of talent would be in the range of 5-7 at best, maybe a few 8's, but only just so. Music-wise, well, the DJ should just go home and stay there, LOL.
On the plus side, the club is a target rich environment and if you are willing to put in some effort and can tolerate stuck-up attitude, it should be like shooting fish in a barrel. On the day I went, the WGs easily outnumbered guys by 3:1 or better.
Sessioning with a hot, model type Russian / EE was on my list and I had gone in with huge expectations but the overall vibe of the joint and the girls just didn't sit right with me and I left empty handed.

Time and time again mongers have been warned of this, that's why the separate thread. Reporting can be tricky as prostitution itself is not legal. However anonymously send their details to the Dubai CID, you can do that from their website or Al Ameen. It's possible the gang might have even moved operation. But this will not entirely stop them as they know people are afraid to report it as they don't want to be questioned. You should have given the MR link if its still active so others can avoid this.
