That's quite a bold statement and I doubt that it's true, but perhaps you're right. Please give us a link and show us the relevant section of the law instead of just vague insinuations.

Ultimately, I think the power may be in the hands of the club, just as they used to enforce good conduct by not allowing scammers to work, they can enforce a better rate by not allowing girls who charge too much.
