My guess is that the odds of getting pulled over depends on where you are and what time you are driving in Tijuana. A friend lives in downtown Tijuana and almost never gets pulled over. Now he has a Sentri and crosses to go to work. He never drives late at night and does not drive in the Zona. If you read the posts you will see that guys get pulled over heading back all the time. For myself driving in Tijuana is not the worth the time & hassle. Walking across is almost always faster especially if you cross back in the late afternoon or evening. I normally walk to the Zona and back unless it is dark. I usually take the taxi vans. You can catch the white and purple stripe and 2nd and Madero. The only charge 15 or 20 pesos. The only caveat is that the purple stripe vans only run till around 10 pm. Not sure why they stop running so early. If it is after 10 I use either InDrive o Uber. Thee is also Didi. But I have not tried it.

Well let be be the first to congratulate you on you first post.

Like Wombat stated the number of California plates in Tijuana is very high so you really don't stick out. Yes driving laws in other countries are different but since California is probably one of the places with the strictest driving laws as long as you drive in Tijuana as you would in California you will be good. Of course if one is concerned about the laws they could just do a search. Also like the US they have signs on what is allowed or not allowed. I'd say the biggest thing to be aware of when driving in Tijuana is to pay attention to make sure you don't drive down a one way street.

One thing that I didn't mention before was that the other option if you don't want to risk driving in the Zona is right across the border they have a few parking lots with security that cost only $6 for 24 hrs. So you could park and just walk a short distance to the Zona shuttle. This might be a good option for those that stay multiple nights.

In regards to the line driving back that's why I mentioned getting GE, maybe you don't know what this is so you didn't understand what I meant. GE is Global Entry and it allows you to use the Sentri Lane at the border which they usually try to keep the wait time at 15 minutes so the border wait is a none issue. Some guys on this board also just drive across in the Ready lane with little wait but you need to cross late at night.
