Thank you all for the info. Mr pampas was the restaurant I was looking for. I ended up buying a t-mobil sim since it also covered USA And Canada. If I have problems, lesson for next time.
I do not have a problem with the meseros, as most know me. (also do not need much encouragement to have a beer) I think I stick out somehow, accent or something else, also showing up at Azuls for breakfast in January and ask to sit outside while the staff is in parkas will get you pointed at. Anyhow looking forward to my vacation.

I remember you a cool gentleman from Montreal. I had very good times in Montreal with hot young petite French-speaking girls in clubs and women standing in the snow on dark streets off St Catherine. Good for you to come back to sunny, warm, relaxed, sexy Mexico where girls are hot and food spicy, delicious.
TMobile SIMs bought online may have problems in Mexico. You can buy Telcel SIMs for $5 or more with 5 G voice and data in any OXXO convenient stores, one in the alley, one on Coahuila across from Adelita. They can pre-charge any amount of money you want.
There's only one Cambio on Coahuila a few doors East of Constitucion, but not sure if they would exchange Canadian dollar. You may have to withdraw pesos from ATMs in HK or Cascada. ATMs on the streets are likely to skim your cards. I pay for restaurants and UBER with debit / credit cards, no problems or delays. Street food carts will take dollars.
For steak try Brazilian Mr Pampas Financiera, in nice, clean area only 2 miles South of HK, with more than 20 cuts of sizzling beef, pork, lamb, seafood ect and a very good salad / side dish bar. Ask waiters for any cuts of beef you like. They will grill and bring them out in 5 minutes. My wingmen and I were there on Monday Memorial night. Everyone was raving how good it was. Tuna and pulpos carpaccios were delish. We asked for filet mignons, tomahawk, picanha, rib eyes, bone marrow, lamb ect. Wingmen were eating 5 to 6 plates each, then deserts. With a beer and tip it costed $30 per person with lower dollar exchange rate. Other alleged upscale steak houses in Tijuana are ridiculously expensive but not so good.
For seafood try El Choforo Mariscos on Nonos Heroes in the Cathedral Plaza 1 block South of the alley, small place but food is fresh and delish, very popular with locals. Or try the street cart in front of Bar Gloria at corner Coahuila and Constitucion with its good fish / shrimp tacos and Quesidilla.
There are many good boutique restaurants on revo. Do Google search for them.
Everyone in Cascada will offer their stupid little services then stick their hands out for propinas. I just ignore them. I tip the reception guys $1 for their help, also $10 to Cascada's manager who once got me a room when it was supposedly fully booked, but not everyone with hands out. I occasionally tip friendly, helpful security guys, also club managers before Christmas ect. These guys work only on call for peanuts and have to take huge risks with their personal safety.
Walk around the club, pick a girl you like, ask mesero to find you and table to sit down with her, buy her a drink. If she's cold, remote, cut your loss, reject her and find another one. If she smiles, feels happy with your company, welcomes your kisses, gropings and physical contacts, buy her a few more drinks, use Translate to negotiate details for the sessions, you will likely have hot sessions with hot, sexy, passionate girls. Many girls would welcome relaxed dinner dates away from HK. Ask them to go out OTC. You would be surprised how little fun dates with hot, sexy girls cost in Tijuana.
Some HK girls quote ridiculously high prices, but most will take $80-120 for 30-min sessions. My cool wingman Obi-Wan got a hot girl to take $35 on Memorial night. He told her that was all he had left, take it of leave it, and she took it. AMLO should personally pin a Presidential Medal of Honor on Obi-Wan for fighting Mexico's inflation.

I go to the 2nd stand that has some BBQ meat tacos but mostly they have delicious food hidden in steel containers with steel tops (all kept warm by warm water under the containers).
Ask him to show you what's in all the steel containers to get a feel for the delicous options.
I got hooked on Lingua tacos (beef tongue in sauce with cooked cactus leaves) - delcious and saucy. Not dry.
There are other great dishes including a Chile Releno dish, etc.
This is authentic Mexican dining on the cheap.

Get a cab / Uber to Tacos El Franc. It's not far from Centro. You'll know you're there from the massive line of cars and people if you go in the evening. They made the latest Michelin guide. Excellent tacos.

Heading down from northern Canada for a week.
Understand I do not live across the border so planning is important.
Our money is not good and pay on average 35% more for USA Funds, I am there to have fun so I pick my battles with money.
On top of that I also need pesos for food / taxis / tips etc.
Enough complaining- still love it.
This old guy has learned I don't need a mexican phone package, I can swap sims.
T-mobile is sold on amazon saying it works in mexico but I hear telcel is better.
Am I better off buying a sim in mexico and if so where.
I am looking to branch out food wise, I usually eat at azul / sende notre, and a trip to caesars but looking for a nice sit down beef / steak place.
I also love the taco stand next to Hong Kong but would be interested in a new one.
I stay at Hong Kong for convience but I even notice the price creep, meseros keeping a sharper eye and that wrist band that makes me feel like a target, they refuse to put it on loose so I break several over the days I am there.
Any info appreciated.

As far as your HK comments I guess you just continue to back track and deny what you wrote. You made multiple comments using the term "sprayed with bullets". When myself and others point out that HK is the safest place in the Zona you say that it has happened in other parts of Mexico but we continue to try and educate you and those reading that haven't been that the way things are ran in Tijuana isn't the same as the rest of Mexico. I even read a post of yours in a different section that you stated something about looking at the past is the best way to judge the future. So I don't know why you can't use that same logic about HK being a safe zone because it hasn't had those issues. In fact to point out another post you made about HK, you mentioned that you were always under the impression that it was off limits and an area where people would just have fun, like a DMZ if I remember correctly. Which was a very good way to think of it, especially since not only would they not want to shoot up a place with tourists but many guys have girlfriends and baby mamas that work in the place.
Well like I said maybe you don't look to find ways to put down Mexico but to me for someone that has only been to Tijuana once and you claim for it not to be a place you liked very much and said it "sucked " especially since you have so many better places to visit I get confused why you would even bother reading this board. I don't like many places others on this board are fond of so I don't read those boards or comment on them. I guess you just have more time on your hands than me to read so many different places. I also don't like to get my news on places from most media sites because like I said before they sensationalize things so places like this board are invaluable because of the large amount of world travelers it has and most of us that have been to other countries know they are never as dangerous as the media or our government makes them out to be. Which again is why I made the original comment on your post. You posted something that had nothing to do with mongering, you posted it the wrong section. Your not the only person that has done this and when you did it the past with the gas thing I didn't bug you about because it was the first time I noticed it happen. The funny thing is that article wasn't even about something that happened in the same state as Tijuana. So if I was this so called bully that you like to make me out as wouldn't I have been so with that article? In general yes I do defend my beloved Mexico because so many people that know nothing about it like to put it down.
Now if you look at my posts in regards to what we have discussed I don't yell, I don't use bold letters to try to make things more important and I don't use vulgar language. So that is what I mean by have an intelligent conversation or debate. I don't expect everyone here to agree with what I say or how I think. I like to respectfully point out my views on the matter and would hope the other person I disagree with would do the same. Many others on this board get very defensive when someone like me disagrees with them and in those cases I guess you could say I belittle them but they usually deserve it. If you want to point out a time I did this to someone that didn't deserve it you can. I have also never sent a disrespectful PM to anyone on this board which is not something you can claim. Bogota, Colombia (AP) The mayor of Colombia's second-largest city banned prostitution in some of the city's most famous neighborhoods for six months Monday, arguing it was necessary to prevent the sexual exploitation of children.
Medellin Mayor Federico Gutirrez said the ban will be enforced in Provenza and El Poblado, two neighborhoods teeming with trendy bars and clubs and frequented by thousands of tourists.
The neighborhoods have also become popular with sex workers who walk the streets in search of international clients. Gutirrez said criminal networks are taking minors to these districts and forcing them into sex work.
"We have to recover the control of this area," Gutirrez said at a news conference. "It is also very important for us to protect the community. ".
Sex work is legal in Colombia if it involves consenting adults. But local governments can ban this activity temporarily from parts of cities, if it is deemed a threat to public order.
The Medellin prostitution ban comes just days after an American man was found in a hotel room with two local girls aged 12 and 13, in a case widely covered by local media.
The 36-year-old was held in police custody for 12 hours, then released while officials investigated the case. Local media reported that he left Colombia and went to Florida.
During Monday's news conference, Gutirrez urged Colombian authorities to speed up the investigation.
"It is sad to see how many people believe they can come to Medellin and do whatever they want," he said.
Sex work has grown in Medellin as the city of 3 million people becomes increasingly popular with tourists, who head to Medellin for its balmy weather, affordable prices and festive atmosphere. While some tourists meet sex workers directly in the city's streets, others are meeting them through dating apps and some of these encounters have turned violent.
In January, the State Department issued a security alert on the risks of using dating apps in Medellin, after eight Americans were killed there in the prior two months.
The alert said criminals were using dating apps to lure visitors to hotels, restaurants and bars where they were drugged, kidnapped or robbed.
