And theres guys on here who say the border is not open. You can go from your couch in turkey to San diego in you Der 24 hrs by flying to Tijuana. You literally have to be a deported felon of a violent crime and deported in last few yrs to not be allowed to walk into isa and live here and work here. I'm surprised anyone's left in China or mexixo or el Salvatore or guatamala.

So, you can smoke on the street, provided it's not designated a smoke-free area (I've been to such streets in Mexico City but I've not seen one in Tijuana). The calle conglomerada seems to be a fuzzy concept, and I can't find a really good translation, but I think it would be translated to an outdoor shopping mall, or a street with lots of vendors.

From this article it seems mostly public spaces so I guess depending how crowded the street is someone might complain or a cop could bug you.

That is exception than the rule in SD. The car thieves have stealing a lot of catalytic converters over the past year or so.
