Agree with The Cane. I will add that Hamburg has a more developed BDSM space, although maybe it's easier to find and contact. But for pure FKK, very little in Germany beats Frankfurt and how many cluster around the city. If you have a couple extra days in country, Hamburg is a great place to be. I'd err on the warmer part of the year so walking around is more pleasant. But if it's an either or vacation and you can only visit one city, don't skip Frankfurt.
