I will be returning to Panama City this Thursday Februrary16 till Wednesday February 22. To my knowledge, tourists visiting Panama can buy for personal use Duty Free in Colon Free Zone, just show your passport. I know that's a law, however guards at the different gates may hassle people who do not know this law for some money, usually a few bucks or forget to bring passport.

I visited a very nice Hotel Resort Melia, like 10 minutes from the zone. It's probably 2-3 years old with many pools.

Colon is extremely dangerous outside of the Free Zone.

Unless you know someone working in the Free Zone who'll buy for you and you take it out with you, it's a waste of time to visit. Not really any "good" hotels near any of the atlantic side beaches, Hotel Washington is good, but right in the city, casino and friendly. Otherwise you'll be spending most of your time traveling to beaches and you may as well BYO chica. Head for Peru.
