I tried mongering at Nishi Kawaguchi but all places said Gaijin not allowed. Catch a Chuo-sen tokubetsu kaisoku to Kichijoji (about 10-15 mins). Tokyo end of the station, both sides of the tracks various BJ places and a soapland or two. I haven't mongered there for many years, but there are still plenty of shops, and I think you might find somewhere that takes you.
