The train to San Diego leaves LA at Union Station, and stops at about 10 places on the way down: www.amtrak.com.

Metrolink only takes you to Oceanside, but you can take the San Diego Coaster train from there to downtown San Diego, and then to TJ via the Trolley.

Doubt this will happen. Much like the stupid explosion of housing values in SOCAL, prices went up drastically over the last ten years and even though prices have gone down because of the current recession, they still won't ever go back to the what they where about 15 years ago where you can get something decent for under 100K.
