You need to research extensively Bogota Reports, Bogota List, and Bogota Hotels in this site. Everything you need is right here. I am by no means an expert on the Bogota scene, but I would suggest you stay in the Zona Rosa area, and the further north you go, the safer, nicer, convenent it will be. As for chicas, I don't know your budget and the class of girls you like, but Bogota should have what you want. It will cost you more to go to the clubs than the massage places but you will find better quality women though that does not guarantee better service. Alot depends on you.

Previous visit I stayed in 2 hotels right in Zona Rosa - Andino Royal very nice but expensive, and Saint Simon I think. About $100. But right next to 4 discos that close at 6am.
