I'm new to this. Is it okay to go to Tobita at around 4pm or so and expect something? I went there last week (no action) and came across a few houses with their entrance open. From my, ahem, exhaustive research at Tobita, from what I can tell the final decision is the girl's, but the standing rule is no foreigners.
