My first time in Medellin I asked a taxi to give me a tour of el centro red light area at night. It's a dump. I don't care if you speak Spanish or look Latino. I'm not broke or desperate enough to party and walk around there. If you're living on 1 k social security a month, then maybe. Other than that, no way.
