I don't think that Mexico trains its customer service to be friendly. I worked retail in college and a big part of the retail training in the US was friendliness. From my personal experience, I sometimes get great friendly service in Tijuana, and sometimes I get zero friendly customer service because the workers are more interested in sitting on their asses and surf their phones. Therefore, my opinion is that any lack of friendly customer service in Tijuana is caused by a lack of training rather than a cultural norm.
