As for the overall price, the CPI in Colombia approximately increased by 40% (95 in 2008 to 138 last quarter) in the last ten years. As for the economy per person, GDP per capita (in terms of Purchase Power Parity, not the unstable market exchange rate for USD) increased by 30 percent in the same period. So, rich businessmen got richer and poor workers / consumers became poorer in terms of real income independent of inflation.
As for the casas in Centro, the price was about 30 k ten years ago while it is 40 k now. It is 33 percent increase, slightly lower than the CPI increase.
For those with income in terms of the USD, however, the appreciation of USD outweighed the modest inflation in Colombia in the last two years. But we don't know how long the current exchange rate will continue.
The tricky part is that when the USD depreciates, the price in Colombia does not go down in response, though it usually goes up in response to the apprecItion of the dollar.

Yes, prices have remained pretty stable. I first went to Medellin over 11 years ago and stayed at the Mansion the first time. The "standard rate" at the Mansion was 150 mil. More recently some of the chicas have tried to push it to 200 mil, but for those who read or have any sense, you can still get most of them for 150 (which is rather generous, given you can pay much less outside of the Mansion for the same or better quality). That said, the cost to the gringo is actually down. When I first started going to Colombia, the peso was about 2300 to the dollar. During the time I was married to a rolla, the exchange rate went as low at about 1750 or so. And then last year it was as high as 3300 or more, if I remember right. So that same 150 mil costs you anywhere from $45 to $85 depending on when you visited during this time period.
