Do you mean busted in the sense of catching an STD or busted in the sense of being detained / arrested by law enforcement. Both? Personally, I believe a person's chances are about the same (for both the STD and LE issue) regardless if they use an independent or company provider.

There are actually a ton of variety of providers in Okinawa, and Japan in general, who are willing to service foreigners. BUT you need patience and Japanese language skills. And in my experience, the better your Japanese language skills are the better your choices. So if you're in Japan for more than just a short visit, do yourself a favor and learn as much Japanese as you can to improve your chances of getting service. As a 6'0, 203 lb fairly well-muscled bald black American guy I can tell you I don't look anything like a typical Japanese guy and I think I have had more success than failures as a Japanese speaker / reader.

Also, sign up for membership in some of the fuzoku websites. Most memberships are free, such as:

The various fuzoku sites definitely have overlapping shops and providers but potentially there are different discounts available based on which site you use. You can also sometimes see different ages / names / bio-data for the same provider (s) on different sites. Some providers or shops clearly state whether or not they accept foreigners and others don't. Once you have your membership (s) established you can often contact the provider (or shop) via their online messaging system. For those providers / shops who don't clearly say if they accept foreigners or not, that online messaging system may be your golden ticket to entry or getting the provider you want. Just keep in mind you may be communicating with a shop representative and not directly with the provider (as you think you are doing) when you are using their online chat / messaging system.

On more than one occasion I have been told in-person at the door, via online chat, or on the phone that the shop doesn't accept foreigners or a specific provider at that shop who I am interested in does not accept foreigners. And on more than one occasion, that statement was pure bullshit. Those shops may have said they or their providers don't accept foreigners but the providers themselves had already told me via the shop online chat or messaging system they are okay accepting foreigners. Armed with that thumbs-up from the provider I either used that information to talk my way in, showed screen shots from the messaging system on the shops website (if I was at the shop door) or arranged to meet discreetly at a specific time. That last point being somewhat highly important. A few "Japanese only" shops I have gone to were adamant they didn't want their Japanese customers knowing they were letting foreigners in. So I arranged with the provider / shop to meet at a time when the shop had minimal or no foot traffic. On one occasion a year or so back, I went to a Fashion Health shop in Osaka that had a girl I really wanted to try. I entered and exited via a side entrance and not the front door. Yes, I get the irony of being a black American guy using the "back" door of the building for service, but it was totally worth it, she had terrific skills.

My final suggestion would be if you're going to gently "challenge" that guy at the door or on the phone about a provider who is willing to accept you, please communicate your intent to the provider first. They may be more attractive (matter of preference) but I still think the question is how much you're willing to pay because the FS thing isn't really an issue if you pay attention. A lot of us have a really good handle on which DH girls will go all the way and can avoid the extra money and the slightly increased risk of LE entanglement. MR is pretty much the new CL. Anyone can post which means it's easy to set up a sting operation. OSI, CID, Have done this in the past with CL. Anytime you use a independent girl your risk will always be higher. Remember prostitution is illegal in Japan and while the health delveru is border line they don't advertise as FS. MR girls do. All it takes is the JPs to do a raid on the girls location and if you happen to there you'll get busted as well. I really don't think the risk of getting busted for using one of the independent lasses is any higher than with one of the Delivery Health places. In my mind the bigger question is whether you're willing to shell out almost twice as much for services? Plus there are protections in place with the registered DH agencies (legal and medical). You don't know how often the independents get check-ups and technically unless they have registered and done the paperwork as an independent escort they are working illegally. As I stated earlier I still think the chance you getting busted is negligible but it's another consideration. And before anyone asks - no, I don't have anything against the independents on MR. I personally know a couple and I quite like them.
