I can't tell you truly about the rest of Berlin, but I can tell you from four other german cities (NRW), that the business is slowly booting up again. But think about it:

Just today, seems Berlin gov. Gave the de light the green light as of 1 Sept. Not clear if this includes Artemis but it does allow the bordello to open.
