From my somewhat limited experience I can say that many Colombianas speak some English, and some speak very good english. Dominicanas I've talked to speak very little to no english at all.
I believe Carolina girls have to pay "discount" $50 multa (plus $$ for services) from 4pm until 11am the following morning. Chicas at Seamans and Defiance never offered that. Instead they were asking for $100-150 multa (plus $$ for services), but for almost full 24 hour TLN (11am to 11am the following day.) So, depending on your time frame you can pay less for a TLN with Carolina girls.... if you can negotiate a reasonable price with the girls.

I have spent one night there before. It is not a bad place, right on the beach with two pools and the usual pool bar. It is kept in decent condition though you can sense that it has had better years. Casino on site and lounge bar and I did notice at least one restaurant. Did not spend enough time to check it out fully.

I would recommend getting a taxi and not trying to walk to the houses. The area between the hotel and the main par tof Phillipsburg is a bit desolate and one night walking to the main part of town, I did notice some guys lurking around. This is in addition to the fact that it would be a good 30-45 mins walk. I never did try to bring someone back But I do not suspect that it would be an issue.
