Cambodia's wet season comes courtesy of the southwest monsoon, which blows from May to October, bringing with it some three-quarters of Cambodia's annual rainfall. Not surprisingly, wet season is characterized by rain, and during the peak of wet season from July to September it can rain every day. Not really a tourist season.
Cambodia's dry season runs from October to April, when the dusty northeast monsoon arrives. Blowing like a hair-dryer set to high, the northeast monsoon dries out the country fast. While November and January are quite cool (high C20s) by April, the weather is scorching and oh-so-dry it will take your breath away. Characterized by heat and dust, this season coincides with Cambodia's peak tourist season. Travellers arrive in their droves between November and January to take advantage of the lack of rain and relative cool. By March, travelling can be uncomfortable and hot, while April can be excruciating.
The festival of Pchum Ben runs for 3 days up to 15 days, usually from the end of September into October, depending upon the lunar calendar. The shops close and everyone goes away. The hotels triple the prices during that time, especially in Snooky. The other thing that bit me also was that the King died at that time and there was 7 days of mourning, the music and entertainment was stopped out of respect. I was in Cambodia in October 2012.

Have been wanting to write this report for a while about Sihanoukville but was kept busy!
First day I checked into Serendipity Beach resort. They had a board which said they are not girl friendly. Went out for a few drinks in the evening to scope out the place. But did not venture to pick anyone because of the not wanting a tussle with the hotel guys.
Next day promptly moved to Coolabah. And that place is guest friendly. My observations without going into the details of who I did and how beautiful they were which is all subjective.
In my 10 days of stay I might have visited the beach bars everyday. I observed that the same girls were in action. The action was mainly in Dolphins bar and the the other free lancer bar at the entry point of the boat jetty. Action picks up at 10:30-11:00 PM onwards and goes on till 3:00 AM. Other than mongering it is fun to party like that till wee hours of the morning and return sloshed when done. Generally the girls at Dolphins have a good time. You drink with them, dance, can smoke sisha and they all want to have a good time and of course make some money. Of the many girls who came with me, only one was particular about money and rest of them all had fun uninhibited and took money the next day. In fact one girl who I did, pushed me to take a friend of her, who also was a great in action. And it is a closed network, that if you treat them good, they get friendly and you can get a lot of attention.
Another thing is, I saw the girls from the hostess bars near Two Lions coming to Dolphins after 12:00 AM. I might have seen atleast three different girls though I picked up only one of them.
Visited Sky Club, which is just a bar. You can go have a drink. Went to LS Entertainment. One day saw some barangs with their Khamai girls but it was not a pickup joint like Hip Hop in Siem Reap. I saw some potential but it was only Khamais all over and they played Khamai music a lot. It is good to visit for the heck of it but may not be good for action.
Victory hill also has action, though I did not pick any one from there. Had drinks, played pool but came back to Serendipity. When there is plenty available in Serendepity why to go to Victory hill?
I would definitely visit Sihanoukville again and it won't be just for mongering but also for the fantastic beach and the party scene.

Sihaoukville isn't that bad.
Of course for pure mongering, stay in Phnom Penh.
Ochheuteal has the best beach in Sihaoukville. There are 2 bars on Ochheuteal beach boardwalk which has girls. Dolphin and JJ's Playground. It seems the actions starts between 10 and 11. Midnite seems prime time. Both bars has a mixture of backpackers and freelancers. Dolphin seemed to have more freelancers. JJ's seems to have more backpackers.
Utopia was totally dead.
Didn't check out the Golden Lion area.
Victory Hill should still be happening. Just a normal hostess street.
There are house brothels available. Moto-dope can take you (with his commission).
Didn't investigate Green Mountain (still closed?) or the chicken farm (still around?).
