I don't know how your setup is, but it is next to never a good idea if you have to pay for the all-inclusive part when there are other places around such as in Boca Chica. Now if you are out in the middle of nowhere like I was in Maldives, then all-inclusive is a must. But in Boca Chica cheap food and liquor abound. Last year before making the road trip from Santo Domingo to Punta Cana with my girl from Puerto Plata I stopped by the grocery store. Champagne was buy 2 bottles get one free. So for $18 we had 3 bottles of champagne. We pulled up to the resort we were staying and checked in. The guy asked if we wanted to add the all-inclusive package for $80 per person per day. You should have seen how big my eyes got. I have never spent that much on food or drink in DR in all my days. Then he dropped the price down to $70. I said man we have a car. We can go outside and eat at normal places ($3-$6 per meal). So for 3 days we spent less eating and drinking than it would have cost us for 1 day at the resort. Then too, that means that you always have to drag your ass back to the resort from where you are when you are hungry. Because I spend my times out and about instead of cooped up in a resort, no thanks.
Ladies come around while you are at the beach asking if you want a massage or manicure and pedicure. Now these are not the most attractive ladies, and if you ask me the prices are really inflated, so you may want to bargain. For example they will ask 1000 pesos to do your nails on some dirty ass beach with unsanitary tools. Where I get my nails done in one of the best salons in Santo Domingo the price just went up last year from 400 pesos to 600 pesos. Massages, I get those over here in Thailand for $3 per hour from professionals. I just can't see myself paying the prices they want back over that way for a half ass massage.

To me, 5 days is a long time to be in Boca Chica. I prefer to stay in Santo Domingo and only visit Boca Chica for a couple or few hours a time or 2. Of course I always rent a car so the transportation aspect does not impose a problem for me.
There are a few money changers on the main drag and also a couple of banks if you want to use an ATM.
As far as dating apps, there are plenty. Dominican or Latin American Cupid costs for sure. There are free options on Tinder, Tagged, and Badoo. I always use the "Meet Me" function on Tagged and when there is a mutal like with someone then I send them a message. You will have much better results and much bigger options if you speak Spanish AND are in Santo Domingo. On my very first trip to DR I learned that Boca Chica is not a good place to be if you plan on meeting chicks from the internet. There are only a handful of chicks in Boca Chica on the apps. I can only think of 2 or 3 that I have met in 13 years.
When you meet a chick and she is in Santo Domingo she will say Boca Chica is too far to come. She will not have money to get there. If she has a job, then she has to work during the day and I have never met ANYONE (okay maybe one chick did on my first or second trip, but she did not stay long) willing to travel to Boca Chica in the evening. If you do decide to use one of the dating sites then I do not recommend starting your search more than 1 week before arrival. Some chicks are looking for relationships and some are looking for money. Use discretion to figure out which is which, because many times they will not say right off or are hookers in church girls' clothing.

Hope you are well? When I saw your post above you became very concerned. So I started googling everything on this and I did come across a Boca Chica in Texas that has been having these sort of problems recently and there is an advisory warning not to go in the ocean. I couldn't find anything on Juan Dolio or Boca Chica having any problems. SD just had a major cleanup of debris on the ocean off the malecon recently.
