Quality refer contains more the 2% THC. Therefore I am assuming the new law is being enacted to allow for commercial mass production and utilization not personal consumption. If some Thai farmer wants to grow a few plants on his property for his own recreational purposes nothing will have changed, but if some farang is smoking a joint on Soi 6 the content of his joint can be easily tested and the farang could either be fined or incarcerated under the new proposed legislation.
